Relay Connection refused (os error 111)

Please advise me, I am trying to install Sentry onpremise night-build on 8GB, 4vCPU Hetzner machine with 20.10.5 and docker-compose 1.29.0.

Relay is not working and returning
ERROR: authentication encountered error: could not send request to upstream
relay_1 | caused by: error sending request for url (http://web:9000/api/0/relays/register/challenge/): error trying to connect: tcp connect error: Connection refused (os error 111)

I have to say that during last days I did try to install different versions of Sentry onpremise (21.3.0, 21.2.0, 21.1.0 and master) also on Google Cloud machine with older Docker engine but without luck. The UI is always working, but relay is always down for different cases… Please advise me how to fix that!
