Cross-team collaboration needs viewer access to other teams projects but not subscribe to their alerts
This would encourage transparency across teams.

You could be on a team and not receive alerts by fine-tuning what projects you get alerts from in your notification settings.
But currently you do need to be part of the team to view the projects within that team.
